(S) We assess with high confidence that in the spring of 2003 funds in excess of several tens of millions of dollars belonging to a Cook Islands trust were stolen from Wagnin & Cie., a Swiss private bank. The exact figure of missing funds is not known. Curiously, these thefts were not reported.

(TS//SI) We assess with high confidence that a subsequent investigation by security personnel at Burling, Wolff & Rohr, an international law firm and legal counsel to the Cook Islands trust, concluded that the firm's telephone system had been compromised and several extensions had been monitored and possibly recorded.

(S) Some months prior to these incidents, a Burling, Wolff & Rohr partner was found dead in his London flat. Though the authorities concluded the death was due to natural causes we assess with moderate confidence that the partner was neutralised. Based on the methodology used, we assess with low confidence that the partner was the target of a foreign intelligence service, or assets formally associated with a foreign intelligence service.

(TS//HCS-O) We assess with high confidence that, subsequent to these events, several formerly inactive assets, some dormant for years, were activated and began operating in Europe. These assets included "STEINWAY" formerly of the GDR's Hauptverwaltung fur Aufklaerung, and "RACHEL".

(TS//HCS-O) We assess with high confidence that, subsequent to the theft, subject "ISABELLA", daughter of the Chairman of Portas Holdings, disappeared. We are currently investigating the possible connection between the disappearance and the theft.
